Government Communications

The government mobile communication system is being implemented in accordance with the Resolution of the President of the Republic of Uzbekistan dated April 18, 2018 No. PP-3673 “On organizational measures for the accelerated integration of departmental information systems and the implementation of innovative projects”, Resolution of the President of the Republic of Uzbekistan dated November 21, 2018 No. RP-4022 “On measures for further modernization of digital infrastructure in order to develop the digital economy” and the Decree of the President of the Republic of Uzbekistan dated December 13, 2018 (No. DP-5598 “On additional measures for the implementation of the digital economy, e-government, as well as information systems in public administration of the Republic of Uzbekistan ". The authorized body for the implementation of the government mobile communication system is the National Project Management Agency (NAPM) under the President of the Republic of Uzbekistan.

Special government mobile communications provide the opportunity to ensure user privacy, mobility and security. They will be served on a single platform that reliably protects telephone calls, transmitted and received data, and prevents the leakage of subscribers’ personal data. In addition, it will provide budget savings on telecommunications services, including when abroad.

As part of the implementation of government mobile communications and in pursuance of paragraph 7 of the Decree of the President of the Republic of Uzbekistan dated December 13, 2018 No. DP-5598 “On additional measures for the implementation of the digital economy, e-government, as well as information systems in public administration of the Republic of Uzbekistan LLC “Universal Mobile Systems" has developed three preferential tariffs for connecting government employees. When developing them, the needs of government employees for making calls and using the mobile Data were taken into account. Connection of government employees will be carried out using the “Xizmat 1” and “Xizmat 2” tariffs.

The government mobile communication system of the Republic of Uzbekistan also includes access to a special messenger. It is an interdepartmental system of fast communications and will be provided as an additional service after creating an organization profile in the messenger based on the results of forming the structural location of all departments of government agencies in it.

In accordance with the Decree of the President of the Republic of Uzbekistan dated December 13, 2018 No. UP-5598 “On additional measures for the implementation of the digital economy, e-government, as well as information systems in public administration of the Republic of Uzbekistan,” the government mobile communication system is mandatory for use by employees of government agencies, organizations, local government authorities, diplomatic missions of the Republic of Uzbekistan abroad in the performance of official duties.

Conditions:

  • Calls are charged per minute.

  • All outgoing calls are charged from 1 sec. and rounded up to the nearest minute.

  • Data traffic rounding quantum 1 KB

  • A package of included minutes, MB and SMS is provided (as part of the subscription fee for the TP) for a period of 1 calendar month. A new package is credited every first day of the month.

  • Unused minutes, MB and SMS are not carried over to the next period

  • When switching to another tariff from the tariffs of the “Xizmat” line, the minutes, MB and SMS included in the tariff are cancelled.

  • If the number was blocked for 90 calendar days (the balance was negative), the company reserves the right to terminate the contract between the company and the subscriber, and the provision of services is terminated;

  • Transitions to tariffs of the “Xizmat” line are available. The cost of switching to tariffs with a higher subscription fee is 0 UZS, to tariffs with a lower subscription fee - 4210.35 UZS.

  • The subscription fee for tariffs “Xizmat 1”, “Xizmat 2” is charged once a year on the day on which the connection was made - in full. When making a new connection to the “Xizmat 1”, “Xizmat 2” tariffs, the included packs of minutes, megabytes and SMS are charged in proportion to the number of remaining days in the current calendar month, then every first day for 12 months.

  • When switching from tariffs “Xizmat 1”, “Xizmat 2” to any other tariff before the expiration of the service provision period under the tariff, the written-off subscription fee is not refunded, minutes, megabytes and SMS issued under the terms of this tariff are canceled and not can be combined with a service package of a different tariff;

  • If the subscription agreement is terminated before the expiration of the term for the provision of services under the “Xizmat 1”, “Xizmat 2” tariffs, the charged subscription fee is not adjusted and is not returned, minutes, megabytes and SMS issued under the terms of this tariff are canceled, the unused volume of services is not paid in cash equivalent.
